[Plug Intervals] Discovered Meters and Active Meter Data Recency

Interval data just became more transparent! Previously, it was not possible to see when the most recent data for an interval meter was without first activating the meter. This pain point was exacerbated by some providers not publishing any interval data for interval supported meters.

With the new feature for Meter Data Recency, we will now run an initial check on all discovered interval meters and store metadata on when the most recent interval data available is and when we checked. These insights on data recency insights will enable users to make more informed decisions on which meters to activate directly on the Dashboard and through the API!
