[Plug] Auto activate interval meters

Enrolling interval meters just got easier! If your organization is looking to receive all interval meters that are found behind your credentials, look no further. We now offer an organizational level configuration that takes out the manual step of enrolling an interval meter. If this feature is turned on, all discovered meters will be enrolled by default.
